We all know that a website is tax deductible for a new business but what if the new small business provides web-design and created their own website? Can they invoice themselves or somehow deduct the time they spent to create the site ?

You cannot invoice yourself.
The costs to develop and host the website is an expense for your business.

No. If their employees did it, they can deduct the money that they paid the employees. However, time itself can never be deducted.

yes web site designing is tax free business this is only one business in the world which is tax free wherever you want to do it you can do it.Web designing is also come in the same industry so its also tax free.
